Diana Lieber, Retired Program Manager, Customs-Trade Partnership Against Terrorism (C-TPAT) United States Customs and Border Protection
Ms. Diana Lieber was appointed a Program Manager, Customs Trade Partnership Against Terrorism (C-TPAT) in May 2005 and retired July 2011. She was involved with all aspects of the C-TPAT application, certification, validation and benefits process. She was the Program Manager responsible for coordinating the Mutual Recognition Arrangement with the Canada Border Services Agency (CBSA) Partners in Protection (PIP) program. She was the primary coordinator for C-TPAT headquarters on the development of Harmonization between C-TPAT and PIP. She designed and implemented a training program for C-TPAT. The program provides enhanced training for all personnel within C-TPAT as well as for C-TPAT outreach. Diana's previous position was as Instructor/Course Developer at the Customs and Border Protection (CBP) Canine Enforcement Training Center where she trained CBP Officers and canines in the detection of explosives, drugs and currency.
